checking acc/saving account

I have very little money exactly 3400.00 total between ck and saving I have had to breast surgery recently due to breast cancer / alot of meds and medical bills. My husband had a trucking company 6 yrs ago and bankrupted, there was a credit card with 2,ooo. balance it had my name on it and today I had a hold put on my account that had checks written out on it of 3200.00 for that credit card can they do this.
