How long does that state of Maryland have to charge me with a DUI? An incident occured where I was involved in a car accident

I was hit the other night by an off duty city official who ran a redlight and totaled my car. I asked the officers at the scene to give him a breathalyzer, and that I would consent to give one too, and they refused saying they had known him for 20 years and didn’t drink, and that he was on a back board and couldn’t stand upright to give the test.

I received a DUI in 2005 and 2006 in FL, recently my family and I relocated to Louisiana. My question to you is, since the DUIs are now 5 and 4 years old, can I acquire driving license in the state of Louisiana
