Situation: A driveway has been in place for more than 60 years in rural Yakima County which separated a 20 acre block (owner 1), a 10 acre block (owner 2) and a third 10 acre block (owner 3). Owner 3 sold property and owner 4 purchased.
I & my brother had a building that we use as a nightclub. The landlord changed the lock on us and would not allow us to get our $20,000+ property we have in there.

Can the HOA restrict me from walking my dog in the common area of our community which is not in our bi-laws, and sending me a $300.00 in doing so. Other neighbors have dogs I walk with yet I am singled out.
