Is there a statute of limits when filing criminal charges in Ohio?

In 1991 i had an accident in Nevada. I saw a judge, entered a no contest plea and paid a fine.I was never notified of any problems and haven’t had any problems renewing my licence in CA. In May of 2010 i tried to renew my CA drivers license.I couldn’t because Nevada said i never showed Proof on Insurance.They want me to pay them $ 88.00 for a waiver fee.

I was arrested and charged with a felony. The mayor and the Chief of police fired me without following any of the due process according to the Larason act

when i was 14 i went to hangout with my cousin by marriage ******** *.in am apartment on the 14th floor.a girl was there and when i tried to leave she forced me into a room .the door was locked and one by one a boy came into the room and raped me .i was raped by 3 boys that day .the third one was my cousin.and he told me while he raped me while i cried.he tried to look me in the eye and asked me “why are you crying for? ” .im 31 now is there anything i can do about it ?
