In Oregon is a stepparent responsible for medical bills for a child living in his home if he doesn’t claim him on his taxes and there is a court order for the biological parent?

My husband is the primary custodian of our 3 older children (my step-children), and they live with us most of the time during the school year (20 out of 28 days) and 50/50 in the summer. For the last 4 tax years, his ex-wife has claimed our daughter “Dina” on her taxes

They are attempting to get the rest of the money from Main St property owners exclusively ( approx 6K each ) Is there any recourse or is it the old axiom – “You can’t fight City Hall” ?

A friend of mine was married, and while married he cosigned her student loans. Now he’s divorced, has been for 2 years, and she just defaulted on them and her taxes were taken, AND they then took ALL of his money out of his bank account, making his balance -400 as well. They claim they mailed out a notice to him, but it went to HER address, and they never called him to notify him
