Child Support, I owe past due child support but am now the custodial parent of my child..

I owe past due child support but am now the custodial parent of my child. Will the courts allow the non-custodial parent to with hold any current child support payments due until the past due has been paid? or will they deduct a certain amount monthly from the current support to pay towards the past due?
