Pennsylvania Car Accident

Back a few years ago when I was living in the state of Pennsylvania during a snow storm I got into a car accident that was not my fault but the fault of the driver of the other can, and we both traded our insurance and everything. Both cars were not drivable so they were towed away, my insurance company ruled that my car was not fixable and then payed a quoted amount to the company I took the loan out of for the car, but it was not enough to pay the car 100% off, so I am wondering that even though this much time has passed, can I sue the driver of the other car for the remained amount that is due on the car?
